This project is built or running, so every gate counts as passed.
Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.
Gui'an holds 12 active projects with 90 MW of planned IT load between them, and China Mobile (Guizhou) Data Center ranks first by planned capacity. Of those, 5 are operational, 4 are operational and expanding and 3 are under construction. No third party publishes a colocation vacancy rate for Gui'an, and ArusGrid does not estimate one.
China Mobile has 11 others in China tracked by ArusGrid, including China Mobile Zhongwei Data Center, Park B, China Mobile (Gansu Qingyang) Data Center and China Mobile Hohhot Data Center. It sits on the China Mobile Gui'an campus. No tenant has been disclosed, which is normal for colocation and says nothing about occupancy.
The build is phased. Phases 1 and 2 is operational; Phase 3 is under construction; Phase 4 (buildings D1 and D2) at 90 MW is announced. The dated record runs from under construction on 16 December 2013 to operational and expanding on 21 May 2023. The money on record is CN¥2bn as of December 2013, the announced investment. Cooling uses evaporative cooling, with a design PUE of 1.2.

Beijing News (Aug 2026) says the Guizhou Mobile intelligent computing centre was upgraded into a token factory serving more than 10 billion token calls a day. That source does not say the centre sits on this campus.
A party to this project (its operator, that operator's group, a funder, or a confirmed client) is headquartered in China or Macau or has an ultimate parent there. US rules require a licence for advanced AI chips destined to such entities wherever they are located. This describes the rule and says nothing about whether a licence was sought, granted or refused. Criteria are published on the Methodology page.
