China Mobile (Gansu Qingyang) Data Center is a data center project in Qingyang, China, operated by China Mobile Gansu (中国移动通信集团甘肃有限公司). It is operational and expanding. It is planned for 200 MW of IT load.
Latest change on record: moved to expanding on 10 June 2025. Record last checked against its sources on 14 October 2026.
This project is built or running, so every gate counts as passed.
Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.
Qingyang holds 8 active projects with 395 MW of planned IT load between them, and China Mobile (Gansu Qingyang) Data Center ranks first by planned capacity. Of those, 3 are operational and expanding, 4 are under construction and 1 is announced only. No third party publishes a colocation vacancy rate for Qingyang, and ArusGrid does not estimate one.
China Mobile has 11 others in China tracked by ArusGrid, including China Mobile Zhongwei Data Center, Park B, China Mobile Hohhot Data Center and China Mobile Zhongwei Data Center, Xuanhe Park. It sits on the China Mobile Qingyang East Data West Computing campus. Named users of the compute are Meitu, Infinigence AI (无问芯穹), Capital Online (首都在线), Kingsoft Cloud (金山云), Alibaba, MiniMax, Moonshot AI (Kimi) and Gansu Yisuan (甘肃亿算, Yitian Intelligent subsidiary) (reported, unconfirmed).
The build is phased. N01 prefabricated intelligent computing building is operational with a 2024 target; N02 steel-frame building is operational with a 2024 target; B01, largest single building in the park, 30MW total IT power at 30 MW is operational with a 2025 target. The dated record runs from under construction in April 2024 to operational and expanding on 10 June 2025. The money on record is CN¥220bn as of May 2025, the announced investment. Power comes from 配套200万千瓦风光绿电基地 through a renewable power purchase agreement (reported, unconfirmed). Cooling uses air cooling, with a design PUE of 1.19.
The US export control position for advanced AI chips in China, as of 7 October 2026, is recorded as “Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026”. ArusGrid holds 9 public sources for this project, the latest dated 6 July 2026, and last checked the record on 14 October 2026.
Running capacity. The site is operational or expanding. The rules are fixed and published on the Methodology page.
A domestic 10,000-card accelerator cluster was lit in the N01 room in Aug 2024. Immersion liquid-cooled servers are in operation (Jiemian photo of 20 Apr 2026). B01 racks are 12 to 42kW.
A party to this project (its operator, that operator's group, a funder, or a confirmed client) is headquartered in China or Macau or has an ultimate parent there. US rules require a licence for advanced AI chips destined to such entities wherever they are located. This describes the rule and says nothing about whether a licence was sought, granted or refused. Criteria are published on the Methodology page.
