Suihong Qingyang Green Intelligent Digital Infrastructure Project (燧弘庆阳绿色智能数字基础设施项目) is a data center project in Qingyang (East Data West Computing industrial park), China, operated by Gansu Suihong Green Computing (甘肃燧弘绿色算力有限公司), subsidiary of Xiamen Hongxin Electronics (300657.SZ). It has been announced and has not yet reached the land or permitting stage. The operator has not published an IT load figure. It is planned for 2,500 racks. ArusGrid does not convert racks into MW.
Latest change on record: entered the record as announced on 1 August 2025. Record last checked against its sources on 19 October 2026.
Next gate to watch: Power arranged.
Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.
Qingyang holds 8 active projects with 395 MW of planned IT load between them, and Suihong Qingyang Green Intelligent Digital Infrastructure Project (燧弘庆阳绿色智能数字基础设施项目) has no published figure so it sits outside that ranking. Of those, 3 are operational and expanding, 4 are under construction and 1 is announced only. No third party publishes a colocation vacancy rate for Qingyang, and ArusGrid does not estimate one.
It is the only Hongxin Electronics project ArusGrid tracks. It sits on the Suihong Qingyang campus. No tenant has been disclosed, which is normal for colocation and says nothing about occupancy.
The stage was recorded as announced only on 1 August 2025. The money on record is CN¥12.8bn as of August 2025, the announced investment.
The US export control position for advanced AI chips in China, as of 7 October 2026, is recorded as “Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026”. ArusGrid holds 4 public sources for this project, the latest dated 21 August 2026, and last checked the record on 19 October 2026.
One or two hard signals sit behind the announcement. The rules are fixed and published on the Methodology page.
The project is an intelligent computing centre with 20kW cabinets and a 40,000P compute target.
A party to this project (its operator, that operator's group, a funder, or a confirmed client) is headquartered in China or Macau or has an ultimate parent there. US rules require a licence for advanced AI chips destined to such entities wherever they are located. This describes the rule and says nothing about whether a licence was sought, granted or refused. Criteria are published on the Methodology page.

No tenant disclosed. Most colocation leases are confidential, so this says nothing about occupancy. Not yet checked against second-order sources.
The figure covers the whole campus.
No published price band exists for China, and ArusGrid does not estimate from the regional benchmark alone. What was searched is listed on the Colo prices page.
