Smart Blueprint Western Intelligent Computing Center is a data center project in Qingyang, China, operated by Zhichuang Lantu Digital Technology (Gansu) (智创蓝图数字科技(甘肃)有限公司). It is under construction. The operator has not published an IT load figure. It is planned for 11,075 racks. ArusGrid does not convert racks into MW.
Latest change on record: entered the record as under construction on 16 July 2026. Record last checked against its sources on 19 October 2026.
Next gate to watch: Money committed.
Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.
Qingyang holds 8 active projects with 395 MW of planned IT load between them, and Smart Blueprint Western Intelligent Computing Center has no published figure so it sits outside that ranking. Of those, 3 are operational and expanding, 4 are under construction and 1 is announced only. No third party publishes a colocation vacancy rate for Qingyang, and ArusGrid does not estimate one.
It is the only Zhichuang Lantu project ArusGrid tracks. Named users of the compute are Beijing Shoukai Wentou New Audiovisual Industry Cloud, Sugon (中科曙光) and Shenzhen Jinghai Zhisuan (reported, unconfirmed).
The build is phased. Phase 1, 3 data center buildings, 110kV substation, 8,860 racks is under construction with a 2026 target; Phase 2, 1 data center building, 2,215 racks is under construction with a 2026 target. The stage was recorded as under construction on 16 July 2026. The money on record is CN¥5.1bn as of July 2026, the announced investment. Cooling uses hybrid air and liquid cooling.
The US export control position for advanced AI chips in China, as of 7 October 2026, is recorded as “Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026”. ArusGrid holds 6 public sources for this project, the latest dated 10 September 2026, and last checked the record on 19 October 2026.
Construction or financing is evidenced, or several independent signals agree. The rules are fixed and published on the Methodology page.
Reaching this stage requires a dated construction source, which corroborates the project on its own.
The design uses high-density racks of up to 50kW. The project calls itself a token factory and says phase 1 compute was fully pre-booked before groundbreaking.
A party to this project (its operator, that operator's group, a funder, or a confirmed client) is headquartered in China or Macau or has an ultimate parent there. US rules require a licence for advanced AI chips destined to such entities wherever they are located. This describes the rule and says nothing about whether a licence was sought, granted or refused. Criteria are published on the Methodology page.
