China Telecom Greater Bay Area Integrated Data Centre (Shaoguan) is a data center project in Shaoguan, China, operated by China Telecom Guangdong (中国电信广东公司). It is operational and expanding. The operator has not published an IT load figure. It is planned for 50,400 racks. ArusGrid does not convert racks into MW.
Latest change on record: moved to expanding on 12 June 2026. Record last checked against its sources on 19 October 2026.
This project is built or running, so every gate counts as passed.
Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.
Shaoguan holds 11 active projects with 200 MW of planned IT load between them, and China Telecom Greater Bay Area Integrated Data Centre (Shaoguan) has no published figure so it sits outside that ranking. Of those, 4 are operational, 1 is operational and expanding, 3 are under construction, 1 is being commissioned and 2 are announced only. No third party publishes a colocation vacancy rate for Shaoguan, and ArusGrid does not estimate one.
China Telecom has 12 others in China tracked by ArusGrid, including China Telecom Smart Cloud Base, Huailai Park (中国电信智云基地怀来园区), China Telecom Smart Cloud Base, Zhangbei Park (中国电信智慧云基地张北园区) and China Telecom Qingyang Computing Center. It sits on the Shaoguan Zhenjiang Industrial Park (韶关浈江产业园) alongside Tencent Greater Bay Area (Shaoguan) Intelligent Computing Centre. The named user of the compute is Alibaba Cloud (reported, unconfirmed).
The build is phased. Phase 1 (A1 data centre, A2 liquid-cooled AI centre) is operational with a 2024 target; Phase 2 is under construction; Phase 3 and Shaotang is announced. The dated record runs from under construction on 6 May 2023 to operational and expanding on 12 June 2026. The money on record is CN¥3.2bn as of May 2023, the announced investment. Cooling uses hybrid air and liquid cooling.
The US export control position for advanced AI chips in China, as of 7 October 2026, is recorded as “Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026”. ArusGrid holds 8 public sources for this project, the latest dated 10 July 2026, and last checked the record on 19 October 2026.
Running capacity. The site is operational or expanding. The rules are fixed and published on the Methodology page.
Building A2 is a fully liquid-cooled intelligent computing centre (May 2024). The Zhenwu 10,000-card AI cluster went live here on 3 Apr 2026.
A party to this project (its operator, that operator's group, a funder, or a confirmed client) is headquartered in China or Macau or has an ultimate parent there. US rules require a licence for advanced AI chips destined to such entities wherever they are located. This describes the rule and says nothing about whether a licence was sought, granted or refused. Criteria are published on the Methodology page.
