Your call. Will it be built?
Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.
China, 2026-10-12. China coverage is a pilot of one cluster, Zhongwei in Ningxia, entered on 12 October 2026 from Chinese-language primary and state press sources. Other Chinese hubs are not yet covered, so no China total here describes the country. Many Chinese projects publish rack counts and no megawatts. ArusGrid records the rack count and leaves capacity blank rather than convert it.
Zhongwei holds 18 active projects with 3,558 MW of planned IT load between them, and Zhonglian Zero-Carbon AI Computing Park (Cloud Base) ranks third by planned capacity. Of those, 5 are operational, 5 are operational and expanding, 3 are under construction, 3 are at the land and permitting stage and 2 are announced only. No third party publishes a colocation vacancy rate for Zhongwei, and ArusGrid does not estimate one.
Zhonglian Data Group has 3 others in China tracked by ArusGrid, including Zhonglian Data South China HQ and South China Computing Centre, Shaoguan (中联数据华南总部暨华南算力中心项目), Inner Mongolia Zhonglian Yaxin Green Intelligent Computing Centre (内蒙古中联亚信绿色智算中心项目) and Zhonglian Zero-Carbon AI Computing Park (Xuanhe), Zone A. No tenant has been disclosed, which is normal for colocation and says nothing about occupancy.
The build is phased. Phase 1 Building 1 at 75 MW is under construction with a 2026 target; Stage 1 total at 600 MW is announced. The stage was recorded as under construction on 28 July 2026. Power comes from State Grid Ningxia Zhongwei Power Supply Company through grid supply at 330 kV.
The US export control position for advanced AI chips in China, as of 7 October 2026, is recorded as “Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026”. ArusGrid holds 8 public sources for this project, the latest dated 17 September 2026, and last checked the record on 19 October 2026.

GradeLicence required for a party
A party to this project (its operator, that operator's group, a funder, or a confirmed client) is headquartered in China or Macau or has an ultimate parent there. US rules require a licence for advanced AI chips destined to such entities wherever they are located. This describes the rule and says nothing about whether a licence was sought, granted or refused. Criteria are published on the Methodology page.

Who uses the compute
No tenant disclosed. Most colocation leases are confidential, so this says nothing about occupancy. Not yet checked against second-order sources.
Colocation price per kW of IT load per month
No published price band exists for China, and ArusGrid does not estimate from the regional benchmark alone. What was searched is listed on the Colo prices page.
