Inner Mongolia Zhonglian Yaxin Green Intelligent Computing Centre (内蒙古中联亚信绿色智算中心项目) is a data center project in Ulanqab, China, operated by Zhonglian Data Group (中联数据集团), via Inner Mongolia Yaxin Yunlian Intelligent Computing Data Technology (内蒙古亚信云联智算数据科技有限公司). It is under construction. The operator has not published an IT load figure. It is planned for 11,500 racks. ArusGrid does not convert racks into MW.
Latest change on record: entered the record as under construction on 19 August 2024. Record last checked against its sources on 19 October 2026.
Next gate to watch: Power arranged.
Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.
Ulanqab holds 18 active projects with 1,262 MW of planned IT load between them, and Inner Mongolia Zhonglian Yaxin Green Intelligent Computing Centre (内蒙古中联亚信绿色智算中心项目) has no published figure so it sits outside that ranking. Of those, 4 are operational, 4 are operational and expanding, 1 is under construction, 2 are at the land and permitting stage and 7 are announced only. No third party publishes a colocation vacancy rate for Ulanqab, and ArusGrid does not estimate one.
Zhonglian Data Group has 3 others in China tracked by ArusGrid, including Zhonglian Zero-Carbon AI Computing Park (Cloud Base), Zhonglian Data South China HQ and South China Computing Centre, Shaoguan (中联数据华南总部暨华南算力中心项目) and Zhonglian Zero-Carbon AI Computing Park (Xuanhe), Zone A. It sits on the Jining big data industrial park, Chahar High-tech Zone. No tenant has been disclosed, which is normal for colocation and says nothing about occupancy.
The build is phased. Phase 1 is under construction; Phase 2 is announced. The stage was recorded as under construction on 19 August 2024. The money on record is CN¥2.6bn as of March 2025, a government approval ceiling.
The US export control position for advanced AI chips in China, as of 7 October 2026, is recorded as “Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026”. ArusGrid holds 4 public sources for this project, the latest dated 17 August 2026, and last checked the record on 19 October 2026.
Construction or financing is evidenced, or several independent signals agree. The rules are fixed and published on the Methodology page.
Reaching this stage requires a dated construction source, which corroborates the project on its own.
Named an intelligent computing (智算) centre with 12kW racks.
A party to this project (its operator, that operator's group, a funder, or a confirmed client) is headquartered in China or Macau or has an ultimate parent there. US rules require a licence for advanced AI chips destined to such entities wherever they are located. This describes the rule and says nothing about whether a licence was sought, granted or refused. Criteria are published on the Methodology page.
Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026 · Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026 (2026-10-07) source
No tenant disclosed. Most colocation leases are confidential, so this says nothing about occupancy. Not yet checked against second-order sources.
An approval figure is an incentive ceiling. It often covers a first phase and can exclude land or IT equipment.
No published price band exists for China, and ArusGrid does not estimate from the regional benchmark alone. What was searched is listed on the Colo prices page.
