This project is built or running, so every gate counts as passed.

Build odds is ArusGrid's reading of the public record, not a forecast, a rating or advice. It counts the gates this project has passed in public sources. Private progress does not show, a passed gate can be undone, and projects that pass every gate still stop. The method has not yet been tested against outcomes. How it works.

China, 2026-10-12. China coverage is a pilot of one cluster, Zhongwei in Ningxia, entered on 12 October 2026 from Chinese-language primary and state press sources. Other Chinese hubs are not yet covered, so no China total here describes the country. Many Chinese projects publish rack counts and no megawatts. ArusGrid records the rack count and leaves capacity blank rather than convert it.

Where it sits

Chongqing holds 10 active projects with 0 MW of planned IT load between them, and Tencent Western Cloud Computing Data Center has no published figure so it sits outside that ranking. Of those, 6 are operational, 1 is operational and expanding, 2 are under construction and 1 is announced only. No third party publishes a colocation vacancy rate for Chongqing, and ArusGrid does not estimate one.

Tencent has 5 others in China tracked by ArusGrid, including Tencent Gui'an Qixing Data Center, Tencent Huailai Dongyuan Cloud Data Centre (腾讯怀来东园云数据中心) and Tencent Huailai Ruibei Cloud Data Centre (腾讯怀来瑞北云数据中心). It sits on the Liangjiang New Area campus. Named users of the compute are Changan Automobile and Chongqing e-government cloud platform (reported, unconfirmed).

The build is phased. Phase 1, 100,000 servers is operational with a 2018 target; Phase 2, total 200,000 servers is commissioning with a 2022 target. The dated record runs from operational in June 2018 to operational and expanding in April 2020. The money on record is CN¥4.5bn as of February 2022, the announced investment. Power comes from State Grid Chongqing through a dedicated substation at 220 kV.

The US export control position for advanced AI chips in China, as of 7 October 2026, is recorded as “Licence required, presumption of denial, case-by-case review for H200-class chips since 15 January 2026”. ArusGrid holds 7 public sources for this project, the latest dated 14 October 2025, and last checked the record on 19 October 2026.

250 mu converted at 666.7 sqm/mu. The figure comes from a photo caption naming '腾讯云计算数据中心' in the Liangjiang cloud park article (8,500 cabinets and 80,000 servers built, matching phase 1). Counterparty not disclosed. The same article says phase 2 (CNY 4.5bn, 200,000 servers in total) was to start construction shortly.

Bay layout of the existing Yunfengcun 220kV substation in Shuitu shows a bay labelled Tencent dedicated station (腾讯专用站); Xinnong 220kV substation shows a Tencent new-load bay (腾讯业扩新).
Why we think so. Liangjiang EIA acceptance document (渝环(两江)字〔2025〕96号) for a China Unicom substation lists these bays. Tencent's only Chongqing campus is in Shuitu, Liangjiang, so attached to this row; the bay feeds a Tencent dedicated substation whose voltage and MVA are not stated.
